About the Legal Services
Advocacy Project
The Legal Services Advocacy Project (LSAP) is a statewide division of Mid-Minnesota Legal Assistance and is supported by the regional legal services programs in the state. LSAP advocates on behalf of low-income Minnesotans – including youth, elders, and persons with disabilities – in legislative and administrative forums. LSAP staff focus on issues affecting health, family, home, income, and asset security.
Our work has directly resulted in:
- improved training and employment opportunities
- stronger food security
- better health care
- enhanced child support
- domestic abuse protection
- tenants rights
- greater housing opportunities
- stronger consumer protections
LSAP’s current core substantive areas are as follows:

- Child Protection (including CHIPS and delinquency)

- Child Care Assistance ( MFIP Child Care/Basic Sliding Fee)
- Consumer Law (including credit; debt collection; foreclosure; garnishment, manufactured housing issues; predatory practices and cams; utility disconnections and customer protections)

- Health Care (MA, MInnesotaCare, Health Care Reform- state implementation)

E. Other
- Civil Procedure
- Administrative: maintain due process protections for legal services clients in government benefit programs;
- Judicial: address civil law issues that directly affect the practice of legal services attorneys.
